That sounds like a good way, especially if the SR touches an area that has nothing to do with the violated guideline.
I see a challenge with the notes if A submits to a devel projects, B accepts and forwards it - will A get your note - or only B?
AFAIK only B. I'd prefer if A also gets a note - not only for a declined SR, but also when it's forwarded and when the forwarded request is accepted. Sometimes I'd even want to CC on a "foreign" SR so that I'm updated about its status, but I didn't find a way how to do this.
Packagers, are these review notes helpfull - or should we direct directly?
IMHO the notes are helpful and a good idea - and less frustrating than declining the SR [1]. OTOH the notes might get lost, while a declined SR stays on the TODO list.
