It contains original xfce4-panel-plugin-weather which is
no longer working due to some licence issues.

If there are license issues, it might be that the package should not be at
all on the build service. Is it under an OSI approved license?

There is no licensing issue. xfce4-weather-plugin used to
retrieve its data from theweatherchannel.com using an
application-bound web API key. Free access to the web API was
terminated last year and the included key no longer works, the
package in home:vitezslav_cizek:branches:X11:xfce uses a key from
a different application which apparently still permits access. So
users of this package potentially violate the TOS of
theweatherchannel.com which is why upstream and the package in
Factory do not include it.
