No. This needs a Specfile_guideline, saying that %if-%else-%endif
must not reach across sections.
In a way, it did not. The sample %if..%endif section spans
exactly one %files subsection.
It did. It did span across the the %files heading. Desired effect:
%section headings must not be inside %if...%else
