1) Explicitly require libgtk-3-0 so that there would be a provider anyway I would add a manual Requires: typelib(Gtk) > 3.0.
2) Have a "Prefer: libgtk-3-0" in the prjconf (but that wouldn't help zypper) zypper will simply pick one (from user perspective mostly random)
3) Create some kind of manifest file for the package, where we tell which version of typelib(Gtk) is required, and use this data when generating the Requires. This is the same as 1) IMO.
