[opensuse-packaging] Are there any IDEs that know how to package?

Are there any IDEs that know how to set up the g++/gcc autoconf automake
libtool tool chain and also know how to create a debian source package and a
rpm spec file?

It seems to me that if an IDE only knows how to create the executable, it
would not be of very much use to FS developers, because they will eventually
have to do the above by hand if the ide does not do it for them.

I think that some of the guidelines would require hand tweaking and experience
with the software. But I think an IDE should be able to provide a first cut
that removes the syntax errors.
