That's not the definition of a "devel project". Devel projects are about people working together on some set of packages. It a social thing, not a technical.
It is also a technical thing to some degree. For example that the new kdelibs package should always get tested together with the kdebase package. Or kernel & mkinitrd for example
That does not necessarily mean that the devel project for both packages needs to be the same. You can link technically related packages from Factory just fine.
