The project names are IMHO less important. More important is which packages

interact with which other packages.
Means when two packages have influence to each other, they should get
tested
together and submitted together.
IMHO the most important thing is that the devel projects should
reflect the groups of people that work on the packages.
It makes no sense to create projects nobody feels responsible for.
Then everything is easy. Do it like _you_ want :)
