Sure, actually you could do it yourself and submit it back.

Just click on the green arrow (the branch symbol) on

https://build.opensuse.org/package/show?package=s3ql&project=filesystems

afterwards you can modify the spec file and create a submit request back
to the filesystems project.

Pascal is usually responsive, but if not someone else in the project can 
handle your request as well.

Or pascal may grant you direct write access there...

The package currently defines pbleser as bugowner to bugzilla.novell.com.

We do not have support for other bug trackers yet.

openSUSE:Factory is what the next openSUSE release will become. But right now
it is just a package in the "filesystems" project.

I would just add the repo and install the package :
