We have no policy here. If you are the maintainer and you are sure to the
necessary degree you can forward it of course.

OK. There were some patches sent my Marius (Novell maintainer for
syslog-ng), which were originally for syslog-ng 2.0.9, and fix some
critical problems (some bugzilla entries not accessible even for me :- )
), or earlier critical bugs. These were accepted / forward ported /
reworked by upstream on my request (I work part time for the upstream
developer). I integrated them into the SuSE package and tested them. So,
from my PoV I'm quite sure and forwarded it.

Actually, as the maintainer you can directly work in the devel project and
submit it without the need to prepare it in another branch project.

Ah, OK. This is the first and only package, where I'm co-maintainer, so
I still don't know all of my possibilities...

You can even submit directly to factory, by passing the devel project even
when you are not the maintainer. But this should be the exception and the
risk that your submission will get refused is quite high.
