We have no policy here. If you are the maintainer and you are sure to the necessary degree you can forward it of course. Actually, as the maintainer you can directly work in the devel project and submit it without the need to prepare it in another branch project. You can even submit directly to factory, by passing the devel project even when you are not the maintainer.
