I don't understand what your problem is. "libpng-devel" is provided by
newer packages...
Perhaps you are building against snapshot instead of standard? Neither
libpng12 nor libpng14 have been built for snapshot, that's indeed a
problem.

My problem is :-
nothing provides libpng12.so.0 needed by gtk2, nothing provides
libpng12.so.0(PNG12_0) needed by gtk2, nothing provides libpng12.so.0
needed by cairo, nothing provides libpng12.so.0(PNG12_0) needed by
cairo, nothing provides libpng-devel needed by cairo-devel, nothing
provides libpng12.so.0 needed by cups-libs, nothing provides
libpng12.so.0(PNG12_0) needed by cups-libs

and many other multimedia:apps packages require devel packages from
gtk2, cups, libqt4 and cairo.
I haven't examined the libpng12 and 14 rpms but neither package in
factory has Provides: libpng-devel in the spec file so I don't see how
they can provide it seeing the sub packages are renamed.
Something is wrong somewhere.
