Just as I thought: you don't provide a "prefix", as the Makefile misuses 'DESTDIR' as prefix.
i.e. use:
%build make DESTDIR="%{_prefix}"
%install make DESTDIR="%{buildroot}%{_prefix}" install

Above applies _only_ in the case, when a single vriable (here DESTDIR, often PREFIX) is used to install. I.e. when there's no DESTDIR or whatever variable with that function.
