PDB seems to think that nothing requires it except a package called

people adopt the source if they actually need it.

What's the process for removing a package? We should do this before 11.2 is
released if possible as one of the goals for 11.2 seems to be removing
xulrunner 1.9.0 and older and gecko-sharp will not likely work w/ 1.9.1.
