No, but it seems like part of the code of proftpd is compiled without using
CFLAGS/CXXFLAGS. You have to check the build log to see where in the calls
to gcc/g++ the flags from RPM_OPT_FLAGS are missing and then check and
possibly fix the Makefile(s).
