I am maintainer of PySoulSeek and would like to drop it in favor of
Nicotine.

However, contrary to the mention on the opensuse list, it appears that
we do not have Nicotine package (yet).

Is this true, or was I searching for a wrong name?

Nicotine is also dead, nicotine-plus is the project currently alive.
Pascal Bleser mantains it in Packman (because of legal problems?):
