Additional Categories should always be used in combination with one of
the Main Categories.

Settings and System are Main Categories, GNOME and Core are Additional
Categories defining desktop type.

You did not specify any usage type Additional Category and menu system
cannot guess correct submenu for such entries. Choose one of the table
or propose new one in Freedesktop Bugzilla.
