Here is what I have done:
run gimp, file->new (make it the right size, eg. 720x480)
(or load your background jpeg, and create a new layer
to draw on) select layer.
select a color for the menu text. double click on the 'T'
tool, unselect anti-aliasing. Put some text in the image.
When happy with menu, right click on layer, and duplicate
it (from channels and paths window) If you want 3 states
(normal, highlight, click-action) duplicate again.
Select your copied layer. Right click in image:
filters->colors->map->color exchange. Change the color
of the text in that layer. (do this for 3rd layer also,
if you have it.)
Ok. Now, you have 3 layers of different colors of
text, all lined up right. Right click in image:
image->mode->indexed
Set number of colors (upper right hand corner) to 4. Now
select each layer in turn, and save it as, say
menu.png, high.png, click.png -- it will claim it needs
to export them, let it. If you want to get the coordinates
for the menus, before exiting, use the rectangular selector
and draw a box around the words or groups of words that
make up a single menu button, and note the upper left and
lower right coordinates for each.

Nimm 720x576 statt 720x480.
