I'm on the T21 now, so I can do some tests with ACPI enabled. For me it doesn't make a difference if I'm running on battery or AC. The sound is clearly audible when the system is idle (CPU is idle about 99% according to top). It however goes completely away as soon as I connect a mouse to the USB port (no change in idle) or start arts (in this case the idle is <= 98%).
b.) The sound seems to appear when when the acpid gets started during the boot process.
Same thing here. This is annoying, but it doesn't bother me so much since I usually have a mouse connected. I'd like to fix it and frequency scaling though, or at least know the reason for the problems. Otherwise the T21 is very close to perfect, it can even suspend to RAM out of the box.
I am using 9.1 as well.
