You can lookup that information yourself: https://build.opensuse.org/package/revisions?package=mingw32-evolution-installer&project=windows%3Amingw%3Awin32 shows in which revision the relevant change was made (in this case revisions 22 and 23) And here https://build.opensuse.org/package/binaries?package=mingw32-evolution-installer&project=windows%3Amingw%3Awin32&repository=openSUSE_11.4 you can see that indeed, version 23 (the 23.1 after the - character) is now available. Sorry, looks like a bug. The fix would be to add that library in the corresponding places of evolution.nsi file. I am a bit far from my build environment, so not sure I will be able to do it this week. Maybe someone else will be able.
I have just done that. So, after a rebuild, the package should be fine again.
