Ok, I rolled the tarballs for headers and runtime and doing the upgrade
now. Since every time I do this, we discover some bugs in the
headers/runtime, it might take some time to consolidate.

It would be good to use this. (though I don't think there are any
major differences, because the version currently in the repo can be
considered a RC for the 1.0 release) There is only one archive
available, containing both the headers and runtime files. Does this
mean we have to merge the mingw32-runtime and mingw32-headers
packages?
