I think it´s the best step to to it so, because in the countries, where our target market is (Germany, USA and France I think, right?) isn´t it a problem to download the DVD or a Live-CD and go to a friend (or an interested person) and show her or him what openSUSE is. IMHO the promo-DVDs makes only sense when you order many of them. They´re perfect for presentations.
