What do you mean?
* every 8 months a new release?
* every month a snapshot

This is discussed on the opensuse-factory mailing list. This is basically a 
snapshot and we need regular snapshots for stabilizing the tree.

Strategy discussion is not over yet, there are no general goals for 11.4 yet.  
But still development is continuing...
