Basically you've 2 to make some choices: 1) full or light version (see the full/light templates, example for light is e.g. chinese or hungarian) 2) template-only or translation-tool for translation The translation-tool is able to replace predefined strings (e.g. Announcements --> Annonces ) and can be configured with a simple text file. The URL of the french translation should be in the french wiki, e.g.: http://fr.opensuse.org/_$FOO_/$NR where _$FOO_ is "openSUSE_Weekly_News" translated to French and $NR the number of the issue.
