I think deciding on weather doing a yearly or "for each release" slogan depends on how the roadmap's goals and features are set. At this time I tend to believe the "for each release" option is a better alternative. But also a slogan for the "whole release" (the series as one, for example 11, 11.1, 11.2= "11") would be good if it fits.
One thing that I hope is, the slogan would describe the concept for community or collaboration. If the slogan is too much associate with release, there is concern that it would tend to be focused on development policies or concepts, not on community or collaboration, for example: "Features for Future", "Stable, and Flexible as well"...
