Thank you for your comment, Piotrek.

Since it's very easy for everyone to participate the contest and there
might be a lot of candidates, voting after the first qualifying round
may be a good idea.  But in that case, who should be the jury at the
first qualifying round ?  Board ?  Or should we organize the jury for that ?
