As a quick hack, you can use xmodmap for that, i.e. you can
add something like the following to your ~/.Xmodmap file:
! For Unicode characters for which there doesn't exist a historic X11
! keysym, use by convention 0x0100XXYY, where XXYY is the Unicode value of
! the character. Xterm and many other X11 applications understand that
! convention.
! keycode 166 = 0x01006f22
keysym a = a NoSymbol adiaeresis NoSymbol
keysym minus = minus underscore 0x01002212 NoSymbol
