Then I guess it is a problem of kwrite, kate, and konsole.
Until now, konsole never worked well for me for CJK and I recommend
to avoid it and use rxvt instead until the problems in konsole
are fixed.

But as kwrite and kate work for me, I wonder whether you have older
versions? Let's first check this. I have:

    ~$ kate --version
    Qt: 2.3.1
    KDE: 2.2.1
    Kate: 1.0
    ~$ kwrite --version
    Qt: 2.3.1
    KDE: 2.2.1
    KWrite: 3.0
