For the record, the only change that resulted from this discussion is CONFIG_THERMAL=y on all ACPI-enabled architectures (i386, x86_64 and ia64.) All other modules had a good reason so stay as a module, or the price/benefit ratio of building them into the kernel was somehow too high.
