They are loaded by mkinitrd ((boot|setup)-scsi_dh.sh) with reference to bnc#727428; I do not think we should build them in kernel; rather we should fix unconditional loading of them :)
Thanks for the pointer. So, this is on purpose. Well, I beg to disagree, multipath is only used on a small number of machines, and loading 5 kernel modules on all systems because "worse case they are pointless and won't do anything" is just wrong. It shouldn't be that difficult to figure out whether they are needed or not.
