You won't need systemsettings-kde3 any more as kcontrol now works well with 
the fixed suse-desktop-data package. Anyway I have just excluded the file 
kde-settings-power.directory from systemsettings-kde3.

I recommend you to remove systemsettings-kde3 package and reinstall kdebase3.
