FYI, I did a fresh Tumbleweed installation in VirtualBox today (for different reasons), and I did have the same clock/calendar problem. So it does seem to be a general issue in Tumbleweed currently, on a new installation at least. Changing the time zone in KDE's "Date and Time" settings (you can find them in "Configure Desktop"->Locale, or just right-click on the clock) fixed it, it was indeed set to UTC even though I chose something else in the installer. I will investigate further... But at least the wrong time zone setting on a fresh installation seems to be a bug in YaST/the installer I suppose. Likely this: https://bugzilla.opensuse.org/show_bug.cgi?id=846909 (it's an old bug against 13.1beta, but there are two new comments from yesterday about current Tumbleweed) If the /etc/timezone symlink is broken, I wouldn't really expect Plasma/the clock/calendar to handle that correctly.
