You should try using Keys Shortcut: Meta Key + Q Key to launch Activity and perhaps it let you create it from there.
Which is the "Meta Key" on my keyboard? I have an AnyKey Gateway 2000, similar to Felix's. Is the "Meta Key" Escape or right-ALT?
Meta Key or Super Key or Hyper Key or Windows Key is a modifier key o certain keyboards.

Fortunately, KDE has modifiable Global Keyboard Shortcut you could give it a try.
Shortcut and Gestures-> Go to the Global Keyboard Shortcut and Gestures-> Then on the right panel KDE Component drop down window you will find KDE Activity Manager (if you did create it) and could assign an unique Preferred Key Combination (e.g. Ctrl+Shift+Alt+Q Beware some combinations are already assigned).
Assigned ctri+shift+alt+Q, restarted deskktop/kde. Nothing happens with this key combination.
To switch Activities there is a Widget called Activities Manager (all created Activities are shown there, started and stopped) you could conveniently add to your desktop Panel. It use to look like 3 horizontal points on Desktop Panel.
I also have this "wodget" but it does nothing. Clicking on it (left) does no action. And right-clicking only provides settings which accomplish nothing toward creating an activity.

By using Meta Key + Tab Key (alternative: Meta Key + Shift Key + Tab Key )you could switch between Activities.
Alt-Shift-Tab lets me switch between applications, but I don't believe those are activities in the sense discussed here :(
Beware some combinations are already system or apps assigned.
Alt+Shift+Tab may be set up to Cover Switch too if activated.
Anyway, I think you should file a Bug Report.

I have five boxes that all work this way and have no activities, nor a method to create activities.
My laptop has windoz keys, are they meta keys?
Probably. It usually is between Alt and Ctrl or Fn and Alt. Sometimes if Windows operating system was pre-installed it has Windows Flag on it. I usually put a small Geeko Sticker on top ;-)
Then the "meta key"/windoz key + Q still does not provide the activities manager on my laptops, and I changed keyboards on my desktop and that key combination has no effect there, either. Tomorrow I will file bugs in both places kde/openSUSE.
