It just a convenient option for some people not a requirement. On Plasma5 You could make it work just go to left upper corner (by default)-quite similar on KDE 4 Workspaces to the Cashew on the right upper corner - and create an Activity.
There is no option on Tumbleweed on the "Desktop" Icon at the top of screen to "create an activity". How do you create an activity?
To switch Activities there is a Widget called Activities Manager (all created Activities are shown there, started and stopped) you could conveniently add to your desktop Panel. It use to look like 3 horizontal points on Desktop Panel.
I also have this "wodget" but it does nothing. Clicking on it (left) does no action.
