I guess KWallet is shut down when the Akonadi agent goes offline due to your flaky connection, and thus stops using KWallet.
Maybe try unchecking the option "Close down when the last applications stops using..." in systemsettings -> Account Details -> KDE Wallet and see if that doesn't solve the issue.
