Don't you think it's a problem with the individual blogs changing the time stamp on their posts in their feeds? So that the Planet aggregator software sees them as new.
At least that was always my assumption, but I never researched it. But the problem seems to happen recurringly with only a few specific blogs/bloggers.
To help planet, you can fork it on github and do you best to fix it. https://github.com/openSUSE/planet.opensuse.org/ It can be fixed, or if someone knows a better code, it can be replaced too.
