Not if having each application performing a runtime check for ffmpeg existance. Otherwise there should two versions of each package with such functionality, like baloo and baloo-ffmpeg.
To clarify, this is what I have in mind: There would be the same old nepomuk-core and baloo packages, but in addition we provide nepomuk-core-ffmpeg and baloo-ffmpeg. The *-ffmpeg packages would of course have a dependency on Packman (or any other way to provide the necessary libs), but they would be optional, i.e. people who have Packman can install them, but nobody _has_ to.
