It definitely does more than nothing in Fedora 19's current implementation. I expect first instance on new installation (empty ~/.kde)(at least) to open according to xorg.conf specifications. In F19's 4.10.4, PreferredMode is overridden by EDID's supposed ideal (CRT) mode.
Which xorg.conf, if I may ask ? Looking at my installation I do not have any xorg.conf and as far as I know this became obsolete with one of the later Xserver versions. I do have xorg.conf.d which contains the settings for mouse, synaptics, etc. But I do not have any screen setting in there. What was the version of KScreen included in F19 ? The official 1.0 was only released last week, so I wonder if this wasn't resolved already. Kscreen for openSUSE will only be delivered with KDE 4.11 and this combination is currently available in KDE:Distro:Factory.
