And if the theme does not specify a wallpaper, how can I control it separately? Where can I tune it? I use different wallpapers on different occasions (activities). So a single wallpaper per theme is not what I want. And I certainly want my login and locking screens to use a different background compared to the "normal" modes.
What I do if I want a different wallpaper for screen locking, is change the metadata-desktop file of the theme. The default in Air (under /usr/share/kde4/apps/desktoptheme/default/) is

[Wallpaper] defaultWallpaperTheme=Elarun defaultFileSuffix=.png defaultWidth=2560 defaultHeight=1600
Here the name of a different wallpaper can be entered and you copy it to desktoptheme dir in home if you do not want to make the change systemwide.

Hmm, this was working when I used upstream branding, but now with openSUSE branding packages it does not. (on 12.2 with KDF)
Found the culprit: it is following the setting in /etc/kde4/share/config/plasma-desktoprc Upstream is defining it's default wallpaper in the default plasma theme (Air), which can then be overriden in the file you mentioned (though, for the locker it needs to be a full path). Also, with both methods that will off course change default wallpaper for virtual desktops and activities.
