Did you try systemsettings > start/stop > services > apper + log out and back
into KDE?

Is the module still shown if one removes the apper package?

Also, it will not prevent manual start, like when user is browsing Configure
Desktop (Personal Settings, systemsettings), and try to see what software
module is doing; apper will cheerfully start to abuse given chance.

If the user starts it, it should start, that's not a bug. And that packagekitd
takes its time before it quits might not be apper's fault but by design.

So I still do not understand what the problem is if one does not want to use
apper.
