Yes, it happens for non-english/non-german languages, since LiveCD localizations are not complete. DVD does not contain such an issue cause of pretty much bigger size =) But it doesn't install them from the net, even if you set the system language to English and back again.
Additonally it suprises me, that "zypper dup" provides so much more updates than normal "zypper up". Why does it do that? How should those installations ever receive any update when their system is somehow stuck? I didn't try it out with an English installation yet, but I'll do.
