See Will's mail. In general what you see and want is a legacy behavior and expectation (IMAP download is stopped when KMail is not running). These days there could be other clients, not just KMail. KMail is just *one* client. You could have a mail notifier plasma applet, you can have lionmail, etc. And if you use a Kolab server it even makes more sense to NOT shut down IMAP mail checking when KMail is not running, to get notifications about calendar updates, shared to-do lists and so. Neverthless I understand that some still use IMAP for mail only and want to have mail checks only when KMail is running, so that's why you have the option.
