Are you sure those are specific to openSUSE? If not they belong to bugs.kde.org.
For completion, it turns out I didn't gather the proper forensics for the above bug. It seems to be related to when anti-aliasing is disabled. If it's disabled, it appears the CPU spikes. Very interesting. I'll have to dig in more after dinner.
