Most of the issues you outline are a good idea, but there's a lot of churn going on still so that I'd wait until things settle down a bit. For example, we're trying to get rid of the need for patched kdelibs and kde-runtime. There's also some non-KDE stuff, like updated Mesa packages which make it possible to use OpenGL-ES, those need upstreaming, which I will get to eventually. Once we're past our first release, let's see how and where to integrate all these things. Moving things before that will just create additional, probably unnecessary work, and headaches because of shifting sand under our feet. There's active@kde.org, by the way, for specific questions and a good place to talk about the Active packages.
