Which version of KDE are you using?  For the last few releases, if you
follow my instructions, when you drop the folder on the panel you will
get a menu (make sure you position your mouse to one side of the panel
or between two other icons so you get see a dark box).  Those options
will include "Folder View", "Shelf", or "Icon".  You want one of the
first two.
