[opensuse-kde] Header-only or "safe" ffmpeg package

A number of multimedia-related libraries and programs have a soft
dependency on ffmpeg, which they can make use of for various tasks.
These libraries and programs need to be built against ffmpeg to have
this capability. I was told that there might be either a version of
ffmpeg that only includes headers or one that is stripped down and
"safe" to use from a legal perspective available somewhere in
openSUSE. I was hoping to see if these could be used for building
these packages. Does anyone know if there is either a header-only or
safe version of ffmpeg available and, if so, where?
