I do not understand from your description what this shortcut is supposed to do or to which action it should be assigned. And if you think this is a bug, you should also report in on bugzilla as it can easily be lost here on the list. (And because of the other thread: Bugs for openSUSE 11.3 with KDF are perfectly fine as long as you state that you use this combination.)
