Yes, so that 4.6 will use the same HAL backend to Solid used in < 4.6. The new udev/udisks/upower stuff in 4.6 is to enable KDE to work well in newer distribution releases. So it's cleaner to use the old code for your old release.

Oh yes, even in KDE 4.4.4 you could change the backend! Oh boy, I just downgraded to KDE 4.4.4 now upgrade again and see if I can change the backend.... at 2 a.m. .....
IIRC the backend switcher only controls networking and remote control backends (and there is no real choice there anyway). In < 4.6 there was only the HAL backend on Linux for core Solid. And this ability to switch backends at runtime is being removed in 4.6.
