Erm, no. The KDE name space is controlled by the KDE group. So
the
opensuse-kde ml is the best place to ask for the project (or you mail
the project owners directly).

Do you really want to bind the name Open-PC to KDE for this?
Wouldn't it
be

better to have a separate (toplevel) project for this (in which case the
buildservice list is the place)?
