Erm, no. The KDE name space is controlled by the KDE group. So the opensuse-kde 
ml is
the best place to ask for the project (or you mail the project owners directly).

If you want to get image building enabled afterwards, the official procedure is
to create a request in bugzilla:

 
https://bugzilla.novell.com/enter_bug.cgi?format=guided&classification=28&product=openSUSE.org&submit=Use+This+Product

and select "OBS Request" component. Markus Rueckert or me are taking care of it 
usually.
