[opensuse-kde] KDE:Distro:Stable created

Hi, as decided in the last openSUSE KDE irc meeting, I've started to create KDE:Distro:Stable project now which is the rename of KDE:KDE4:STABLE:Desktop. It currently (starts to) contain the openSUSE 11.3 packages. Please add/test/update the documentation to point to this place.
